How can one have a dictionary that's made to replace terms that seem violent?

We can have a language from imagining a dictionary for words made to replace terms that might seem violent.

However, lets perhaps roll back a bit?

Suppose there was a language. That language has words, terms that provide some stuff to express and operate in that language. Say the language was English and the terms, the words used were simply to replace the familiar ones, on account that the familiar english words might in fact contribute to a culture from violence.

Now, the whole idea does have a few holes IMHO – however, to begin with, it seems that the Dictionary notion might be popping up as suspicious. How can we have a term that wishes to operate in a way of authoritarianists might Dictate – as an umbrella term for the whole attempt of popping proposals for terms that might be fearlessly energetic instead of violence oriented?
